Disable C1E and/or SpeedStep in your Bios. Also, you may or may not want to enable LoadLine Calibration to help the voltage fluctuations.

do you have intel speed step and C1E disabled in BIOS? that would cause your multiplier to change.
as far as the voltage, the above settings may be the issue. also the core voltage will drop when the cpu is under a load.

Now it's at 1.232v stable.


Even better, Vista loaded from login to desktop in about 2 secs. And Folding temps are dancing only by 2F (instead of 5 to 10F).
