Steam backup question

I own Dragon Age: Origins on Steam: if i wanted to bypass downloading it, could i get a backup from someone who owns the game on steam as well, and then run that backup? or does it only work if i have downloaded and then backed up the game?

i know if you install the backup of a game you don't own it says 'preload complete' and will unlock for you to play when you buy it...

Yes you can. My friend and I have done that before with TF2, L4D and a couple other games. Makes the installation process much faster than redownloading from Steam.
