Is it possible to copy the steam folder to a harddrive and paste it on another computer and run the setup to install steam and the games because downloading the games again everytime I reformatted is a pain.

I don't think you can, but there is a game backup utility built into Steam that accomplishes the same thing (I think)
game info's stored in the GCF's

C:\\Program Files (x86)\\Steam\\steamapps

copy them and thats all you need for copying the games across (may need 5 mins to update steam folder)

i used to just network share

start run "\\\\pippa-PC" then drop it on a shared folder on her PC (quicker than transferring with USB stick or msn transfer etc.
all you need is the steamapps folder.

This

But exactly why is it such a pain?
Just get a faster internet connection

Some people have download caps, and also, waiting an hour to redownload a game I already have on my hard drive is not my favourite hobby. I'm sure the OP feels the same way.

yes you can, exactly what i did was copy the steamapps folder which contained the actual games onto another computer because I didn't feel like wasting bandwidth.

Your backup will then be available in the Backups folder in the Steam directory, and you can put that on a DVD or memory stick or whatever to use later.

you can just copy the steamapps folder into the new steam installation. Its way easier then using the backup that is built into steam.
The built in backup feature is handy though if you just want a one file installation. from a dvd or something
A game, when installed, puts files in AppData and various other directories. Copy/pasting the Steamapps folder will not work.
you can validate the game files from the property menu if you think you are missing files
I might not have a very fast internet, but I am getting the fastest package that at&t have without u-verse which is 6mbps and it is still a pain waiting for it to download. And why waste time downloading when there's a more efficient way. Well thanks for the suggestions. I don't know if copying the steamapps folder will work, but I have copied the whole steam folder to my external harddrive and paste it to my reformatted computer and when I start up steam, everything was there.

I've done it before and it's worked with me... Games run perfectly and the game settings are saved too. I prefer to use this way because my internet is slow but if OP has fast internet, use the built-in steam backuper.

IT always works for me. Just copy the steamapps folder and it will work fine. I do this because games like CSS I have completely customized my guns/skins and sounds and I have it perfectly set the way I want it.
Not sure if this will apply in you case but Steam stopped working not too long ago. So i copied the steamapps folder (gfc files) to my desktop, uninstalled and reinstalled steam, and then moved the old cfgs into the new folder and the games showed up as installed again. I don't know if this would work on another computer though.

It might put files in AppData, but I have transferred my games to about 4-5 pcs over the years just by copying the steamapps folder and it worked flawlessly.

It has always worked for me.

It works just fine.
Ive done it this way for years now without a hitch. Some games will re-sync up with Steam but it works like a charm every time.

You can copy the entire Steam folder to another hard drive, then install steam again into that folder location and Steam will perform a quick update of all your games. This indeed saves redownloading all the games again.

I know this because my Steam folder is saved on my D drive. Every time I format I just reinstall Steam to the D drive and let it update.

Like said before, it works perfectly fine. If there is an error given, you can validate the data and it'll fix anything that was copied someplace else and is needed.

Copying the folder is much easier than using the Backup Utility inside Steam.

Backing up doesn't connect to the internet.

How complicated is it to use the Steam backup utility?

To all of you telling me it works fine even though the files might get messed up and cause Steam to resync - that means it does not work fine. If copy/pasting the folder corrupts the installation and requires Steam to download files to fix it, that's more downloading in the end than using the backup utility.
