Steam issue , need help.

So i'm currently living in Russia , moved from Lithuania, and i'm going to study in Scotland next year. So the problem is , while the games here all cost the same(new and old) 500-550 rubles(~20$) ,that's just awesome and all , but the online games that run through Steam require you to have a Russian ip. And when i move to Scotland i will have to buy all the games that i bought here, just to be able to play online again.Buying online is out of the question,so that only leaves one option , to buy games from the shop. So i need to hear your opinion on what should i do(contact steam maybe?).
Also i found out that it's impossible to play games bought here in other countries the hard way(no warning on the box
) Bought 2 copies of L4d2 (for me and my friend) and we both used the serials, while i didn't have a problem doing it , my friend entered it (steam accepted it to my surprise) and found out that he is unable to play due to country restriction. And now i can't even return the second copy to the shop , since it's already in use.

huh thats weird def call steam and ask em whats up. that suck if u buy a game then cant even play it in a diff country

What? That's very weird, when I moved from Norway to Denmark I had no problems at all with the steam games bought and downloaded in Norway.. You should call Steam and ask if there's a way around it. I hope it works out for you.
