HW monitor and speed fan report 1.7v on my +12v
when I run Intel burn test they both jump up to 14.3
Is my power supply bad? Brand new Antec 850
Is my mobo bad? Brand new gigabyte P55-USB3
Or is my chip bad? Brand new i5-760
software doesn't read the 12V correctly on my mobo too, though everest might have been an exception iirc. But does so in bios.
This. If your 12v line was really at 1.7v, I think it is safe to say your computer wouldn't be able to boot. I don't know the specifics, but I'm sure the issue is a crappy sensor.

it wouldnt even be able to boot up a iphone if it was 1.7V
Use a simple volt meter for more accurate results. Be careful though, volt meters arent exactly hard to use, but arent idiot proof either. Use with caution if you never used one before
