Peltiers are generally heat pumps as they transfer heat to one side and make the other side cold.

My idea would be to take 20 non powered peltiers and let hot water flow over the hot side thus generating energy.(regains energy)

If you heat up the hot side of the peltier I would figure the cold would get colder but I'm not sure.(when there is no external power to the peltiers)

electricity is converted into a heat pump reversing it will give you electricity you cant have both at the same time. Could have a load of tecs to generate the power for the tec that's chilling your water but then we are talking 10+ water blocks 10+ tecs so its very pointless

Too bad but understandable.
I hoped it would be a total reversion so where a powerd tec deducts heat form one side at move it to the other side that this would take in heat then us a part of that heat energy to cool the other side while also producing power.

For a rig that consumes at least 1200W at full load and that will be used for folding I would like to recapture some and this would've been a great way (if it had worked that is

)

There are some devices that convert thermal energy to electrical energy, but I don't think they're too efficient, and they're far out of the price range of any consumer.

Well there was this full submersion mod and that guy recaptured 20% of his energy of course he used evaporation liquid so there might have been a high temp difference causing this efficiency.
I however was unable to find a device that good I would like to have it in my loop as I rather have electricity than heat. (heat is something I can deduct from ground water no need to have a 1200W heater in my room

)

Well he could have evaped isopropanol or acetone which are both extremely volatile, but it's probably not worth the money to have such a setup.
