Torn between PH2x3,Athx4,and C2Q

I'm totally, unsure of what's the best bang for the buck here. The setups I have in mind for each makes the overall price of CPU+MOBO+RAM for them within $10 of each other. But I want the best option if they're that close.
Which leaves me with two questions:
Which is best at stock?
And which is best at these settings, 3.2GHz for the C2Q6700 and the Athlonx4620, and 4.0GHz for the Phenom720?
I'm asking because one article mentioned but didn't show that the Athlonx4 didn't get much better with OCing(as in it lost ground to the PH2's when at matching OCs). And also, because of the whole no L3Cache and Low L2Cache.

A 720 will not hit 4GHz, more like 3.7 and 3.8 if you're lucky. However, a 720 will outperform the 620 and C2Q when they are at 3.2GHz and even at the same clock speeds. I suggest the 720. Get an AM3 platform with DDR3 memory for future upgradability; that's Phenom II's main advantage over C2Q.

The Phenom II won't clock to 4ghz, but it can go close (3.7~3.8ish)
It will outperform the Q6700 and Athlon II X4 620 at 3.2ghz in all but some multithreaded applications.

The Q6700 consumes more power than the Phenom II and Athlon II, produces more heat, and has fewer instruction sets.
Socket 775 also has a bleak future, as it is being replaced by LGA 1156 and LGA 1366.

The 720BE can sometimes unlock into a quad core.

Phenom II x3 720 is like the best processor before price/performance starts tilting unfavorably

The PHII is by far your best choice. It beats the AthlonIIx4, like you said because of the L3 cache, which is really nice because the L3 cache helps the cores communicate with each other which translates in to better multitasking and better performance in apps.

The 720 bang for the buck has no equal.

Not saying the the C2Q's or Athlon II's are bad, but clock for clock the Phenom II beats them both.

Wow, my friend must have gotten really lucky with his 720 then. It took him all of 5mins to get it to 4GHz on air. Then again he couldn't get the other core to work so I guess thats a trade off. Alright, so even at higher clocks the 720 beats the others? I think I'm settled with that one then. Thanks guys.
