true fan duct?

I think that was designed for 25mm's not so sure about 38mm's.
You could always try it out, its only $6.

is it the thing that clips the fan to the heatsink? if so thats 25mm only

It's the holder that comes with the LGA1336 TRUE, so it's only for 25mm.
