I also have a nvidia gtx 280 but I doubt that plays a major role.
My cable box in the living room gets tons of channels. I have comcast Internet and cable. A wire from the wall is screwed into a splitter.. which connects into the cable box in the living room and a another splitter in my room. The splitter in my room connects to the modem and the TV tuner. But I cannot exceed over like 90 channels? Also, the quality seems a bit.. well ****ty. Any ideas how to make it more clear or HD? but more importantly any ideas on how to get more channels?

That is all you get from the cable company.The higher number digital channels are unavailable with a tv tuner.There is a tuner that gets all the cable channels but it is very expensive and cable companies require you to pay extra money for it even though it's yours and in your pc.

Ota channels is where the quality is.
