Unable to change fan speeds on the 9600GT Zalman cooler

I want to lower my fan speeds because right now the Zalman cooler is really loud and its really annoying. The GPU temp is at 32C while Idle and around 40C while gaming, so I dont mind the extra temp rises if i lower the RPM of the fan.

I've used RivaTuner to lower the duty cycles from 35% to 30%, restarted pc and it still sounds the same. The GPU temp is still the same so I know this has not worked

I also tryed the EVGA Precision to try and lower the fan speeds, however when I try to set the duty cycle to anything below 35% and apply, it just resets it back to 35%.

I also used nTune to try lower the speeds but it only gave me the option to increase the speed while the GPU is in 3D mode.

So any ideas to what else I can try?

P.S if and when u do reply, could u answer it as simple as possible? Im a pc n00b when it comes to understanding what means what

The fan is probably non-PWM or wired to run @ 100%... that's just how some aftermarket coolers are. You'll either have to deal with it or tune it down with a fan controller of some sort

The fan only has 2 wires, so yeah it aint a PWM fan. but isnt it still possible to change the voltage to lower the RPM? Would I have to do that in BIOS or is it possible to do that in RivaTuner?

Your BIOS could be overiding riva tuner. You can change the fan speed in the BIOS but it is risky if you have never done it before.
Yeah I wont do it that way.

I have thought about removing the fan but leaving the heatsink there and putting a 120mm fan underneath it, would u advise this?
