I leave my computer
often and leave my computer 24/7...somewhat I know pentium 4 runs hot and use alot of electricity and wonder if buying a mother that I can undervolt it in bios, ( I will of course have to lower the fsb). Will I save alot of electricity for doing this? Will this be worth it for me?

I thought of getting pentium m but overall it cost too much just to replace new cpu and motherboard, as well as I am using old DDR ram and AGP card.

You can save some power but not a lot. Northwoods don't use too much anyway (I think 60-70 watts full load). You might be able to get that down to 20-30, but remember that's jsut the CPU, everything else still uses full power so it might reduce total power usage from say 85 watts down to 55 watts idle. Yes it's a savings but probably not worth buying a new motherboard over.

Well obviously set the monitor to turn off. If the hard drives aren't being used when you're gone you can set the drives to power down after some time. Also I think CD/DVD drives use a few watts idle so you could unplug those.

Probably not. Why do you leave your computer on 24/7?? Unless you are folding (and then it would be counter productive to undervolt/underclock), then there's little reason to leave it on all the time. Turn it off when you go to bed or when you are leaving the house.
