ok so i know my CPU + Motherboard are vicously holding back my 7900 GT, so the goal is to ultimately unleash the beast and get rid of the most of the bottlenecking. So the question is, if i buy a DFI Lanparty NF4 with an AMD 3700+ SD and get it OC'd up to 3.0 GHz will my card be bottlenecking horribly still?

No, you won't be bottlenecked at 3 GHz, at least not noticeably. However, you may be bottlenecked by the 1 GB of RAM in games like BF2 that love to eat your RAM. I honestly don't think my CPU is bottlenecking me anymore. I think my video card used to, but I get playable framerates even in FEAR maved out, and I'm only at 2.4 GHz, so if you get a 3 GHz CPU, your only noticeable bottleneck would be your RAM or, once games become written for dual cores, by the fact that it's single core. However, fo now, no, it won't bottleneck you.
