My brother's recently tried changing his CPU cooler (he's a complete novice), and ended up messing up and breaking his GPU and all sorts.
Anyway, he's up and running, sort of. Windows is booting, but his USB keyboard and mouse don't work. (They don't work in bios either). He's had to buy a PS2 keyboard to try troubleshoot with. I'm out of ideas, USB legacy support is enabled. He's tried all USB ports (front and back). Made sure everything's plugged in correct, including CPU and motherboard power.

Apparently when his mouse is plugged in it is charging, as well as his phone.

I'm at a loss to help, can't really take a look at either as he's away at uni.

Any suggestions? Has he broke something?

Apparently device manager in Windows shows: 'But, device manager shows 4 unknown usb device(device descriptor request failed) and 1 unknown usb device(port reset failed) tried reinstalling then, updating then etc and they won't go'

He's tried a different USB keyboard and that doesn't work either.

He might have sent a direct electrostatic shock to something that killed the USB ports.

I had all sort of weird issues happen when I crazy over tightened cooler mounting.
