Way back when the Athlon 64 was introduced, Tom's Hardware did a super cooling experiment on the FX-51, they got it up to 2.9GHz just by changing the multipliers and every time they used a half multiplier they saw a dramatic decrease in memory bandwidth. I've never tested it myself and just assumed it was true. As far as I know, using half multipliers on XPs doesn't hurt anything.
