I'm about to make an order on the site, but on the bottom it says the Xcom codes will be delivered before march 26th, so I'm guessing right before Bioshock Infinite, or right around the time.

I believe, after reading the email, that the 16 digit key is for BioShock: Infinite Industrial Revolution.

Ordered from GMG and got everything instantly.

The one key underneath Xcom is indeed for industrial revolution. It's a flash based puzzle game that supposedly unlocks stuff in the game.
