Right now my bios says the vcore is 1.40v but CPU-z, OCCT and speedfan all say 1.36v.

I didn't have this problem at first. I'm guessing my PSU is at fault.

Nothing like a volt meter to know for sure!

How would I test it with a volt meter?

its set to 1.4v and it reads 1.38v then I boot and go in and look that them.
and when set to 1.425v it always reads at 1.41v in the bios. and 1.38 in cpuz
