It seems whenever i put load on the cpu it lowers its vcore, i lowered the vcore in bios to around 1.1v. I believe vdroop/drop is off.

yeah its called vdroop. when the CPU begins pulling more amperage, the volatge drops like that. if you want it to go away, disable vdroop in the BIOS or loadline calibration as its called on other BIOS'es

It is not bad. it is not good. it just is.

you can use LLC if it bothers you, but be careful, that can cause voltage spikes when you go from high load to idle and makes your vregs run way hotter.
