what if i droped it down to 1.35 or 1.37 at stock speed? would it damage my CPU?

No decreasing vcore will never damage your cpu.. infact technically it will make it run cooler thus making it last longer... but I'd test for stability and make sure its not unstable cause its not given enough juice <img alt="" class="inlineimg" src="/images/smilies/thumb.gif" style="border:0px solid;" title="Thumb">
