I recently purchased an eVGA e-GeForce 7800 GTX, and if I play Doom 3 or Quake 4 or World of Warcraft on the highest settings, it can get up to 71 degrees C. Additionally, if I OC it, it can get up to 74-76. Is this way too high, and dangerous to the video card?

Kind of throwing things out here...but could part of it be that it's not receiving enough power or the fan isn't because of my 400 watt PSU

That's perfectly normal operating temperatures, pretty good ones actually. Mine gets up to 78-80C under load. Video cards run hotter than CPUs, and are designed to be able to handle the extra heat as well.

So it will be fine if I keep it overclocked and it runs at 74-76 degrees C under full load?
