Well I want something to cool on-par with or better than my D14, damn I guess I need moar cash.

Could anybody make a build for around $150 with all the necessary components?

won't be able to add in any other blocks.

lol another edit: that 360 rad is meh, for high speed fans i'd aim for a gtx or for low speed aim for a rx360.
