I thought some motherboards allow you to change the multiplier despite that it's locked. The only one i know is the VIA P4PB Ultra 400. I even saw a screenshot of it.

Here's an ex:

Multiplier : [ 18 ]
CPU Host [ 100mhz ]
----------------------
1.8 or sumthin

not too sure

Well for intel i would have to say either Abit or Asus Motherboards they have some nice Overclocking features.
