What gpu for budget build?

A friend has most of the parts that he needs for a budget build, but has $200 left for ram, a gpu, and a power supply. What should he get? The power supply must be enough for the chosen gpu and a 940, neither of which is he planning on overclocking. He doesn't want to sli/xfire. He's running ddr2 ram in the setup, and would probably be fine with 2GB. He wants to play at 1680x1050.

I was thinking of a 9800GT low power edition/corsair 400cx/some ram for remaining money

XFX 9800GT
GSkill 2GB DDR2

How's that? Comes in at $200 with the rebate on the Corsair PSU.

4770, 9800GT, and 4830 will have similar performance.
Go for whichever is cheaper.
It all depends on the game you're playing and other system parts.

Depends on the game since they both perform pretty much the same...does he play more half life games or Unreal engine games?...

The 4770 falls somewhere between the 9800GT and 9800GTX+. It's actually better than the 4830.
