It's probably referring to putting a stationary fan (like you would use to cool your house...but the mobile kind) in front of your open pc case.
I don't think it's actually a "legit" term...

anything you do to Rig a fan into place for cooling.

Zip ties, velcro, chewing gum hot glue, etc.

Or using a milk jug for a res. or using an old garden hose for tubing..

You get the idea'r

It means strapping on 80mm fans to components or using some random type of cooling method that is unprofessionally done or unique to your own situation.

Therefore ghetto cooling is like driving through the ghetto with your PC strapped on top of your car so the air hits your rig and cools it.
