Probably just system usage, I'd guess it's from running something that's GPU-accelerated or something similar? Does it happen for all types of WU's or just certain ones?
What would cause only one core on the 590 to do this
Ok I have both cores folding with the console clients. GPU 2 always stays at 99%. While GPU 1 goes up and down as you can see from the graph. This happens even when I am not doing anything on my computer. I can understand a fluctuation when I am using the PC for browsing...Any ideas??

Could be the wu that core is doing.
