What's better? A low base clock with a high multi or a higher base clock with a lower multi?

For example, I currently have a my i7 965 XE (has an unlocked CPU ratio setting/multi) running at 3.8GHz with a base clock of 143 and a multi of 27.

Would there be any advantage to having, say, a base clock of 166 and a multi of 23 to achieve the same core speed of 3.8 GHz?
