What's the use of PCI Express voltage?

Hopefully i created this thread in right place. (It kinda looked to me this belongs to motherboard section)

So let me get to the point, i was wondering whether increasing PCI Express voltage also increases the power that goes to GPU or not. PCI Express 2.0 can supply 75Watts to the GPU if i'm not mistaken, so supposing i increased this voltage considerable amount, will there be more power going to the card and possibly more overclock headroom?

Thanks in advance guys.

No, and it will fry your GPU in no time if you push it too high. It's more to allow the PCI-E bus to run at more than 100mhz stable. It's more for really experienced OCers.
