Its thermal pads. Dont take them off as there will be a big gap between the heatsink and the memory which thermal paste would not cover.
whats with the paper/cloth on the 8800
I have an EVGA 8800 GT, took the plastic fan shroud heat sink thing off, and there is this cloth were it looks like thermal paste should be. Can I remove the cloth and add paste or is the cloth pretty important.?

if you would like you can replace them with better thermal pad from frozencpu.com
