Here are my Full System Specs

Q6600 @ 3.1 GHZ
Asus Striker II Extreme (Ultra 790i)
4GB DDR3-1375 @ 6-7-7-20
GTX 295 @ 674MHZ Core clock
Supreme FX-II riser sound card (technically doesn't count)
Antec 1000W PSU
1TB WD Caviar Black HD
+1.2TB more from 3 other hard drives
Antec 1200 w/ side fan
OCZ XTC Cooler
Antec Spotcool
Corsair H50
1 DVD Burner
1 HD-DVD Drive (useless, but I still have a burner)
Media card reader in 5.25" drive bay
HP 24" widescreen 1920x1200

G15 Keyboard
Razer Mamba Mouse @ 2500dpi
Creative T-40 Speakers
Steelseries Siberia Neckband
Saitek Evo Force Joystick

So, I just needed some feedback on this
what should i upgrade, if I need to upgrade
or should I not upgrade for now, and do a total new rig in 2 years time?

any suggestions?

You have a very nice rig, there is no need to upgrade. Only a full i7+mobo+ram will net you noticably better fps in games. You could oc the cpu higher, and that would get better framerates.

Sompe people will say more ram, but if you're running 32bit 7, it wont be able to use it, and 64bit probably wont show in-game improvments from having more than 4GB of ram.

Overall system performance could be improved with an ssd or several hdds in raid 0.

But really, thats dam good rig, nothing really needs changing

Maybe not an i9 but whatever is the best bang for the buck in 2 years.

Let me give you a rundown

I can't boot after 3.1GHZ due to some motherboard limitation (malfunction)
I really don't want to RMA it tto get a 0.5ghz increase in speed, seeing as B3s can overclock to 3.6GHZ if they're lucky
Since that there are no many benefits to reap theres no point in rmaing it

No re-installation is necessary. I've swapped CPUs on a regular basis without doing anything to the OS. The only thing I believe you may have to do is update the BIOS.

Only thing I'd upgrade would be that Q6600 to a Q9550 OCd to 3.6GHz+... Otherwise it looks like a rock solid, powerful system.
