How do you determine if a second loop is needed? If I've got dual or tri or god forbid quad SLI/XF, I'm going to seriously consider a second loop. Assuming one GPU though, and keeping in mind how much heat i7s pump out, is one loop typically enough?

yes, just make sure you have enough radiator and a good pump. ;-)

also, loop should go like this (exclude any extra parts you don't want to use)

Res>pump>biggest rad>cpu>smallest extra rad>NB/SB>Mid size extra rad>GPU>res

the two extra rads are not necessary, but will help your temps a lot. also, the NB/SB is optional for X58.

Sorry to necro a somewhat decayed thread, but it's relevant.

Drdeath or anyone else, what about CPU + 2xGPU + motherboard?

you can either put the mobo block in withj the CPU loop like I did, or if you want to go a bit more extreme with your CPU OC put it in with your GPUs. I have seen good results with both ways.
