Wherever you downloaded it to. It's a regsitry edit, so you just run it once and then it adds coolbits to your registry. Once you've added it, you right click your desktop and then go to nvidia display. On the sidebar you should see clock frequency settings. You should be able to get it from there.
the files usually save to the C drive by default... in a temp file under documents and settings... for me it is C:/documents and settings/temp. look for this on your drive or just do a search for the file name.... then do what dopin nuts said... good luck

I downloaded it to my desktop and then opened it. I thought it should be finished by that but I can;t see it on my Nvidia sidebar anywhere.

It says that Windows can't open this file. It is asking what I want to open this file with. What do I use to open the Coolbits file???
I have that same issue with Coolbits as soon as I installed 83.40 drivers, so what I ended up doing was the fallowing:

Start-->Run; Type: REGEDIT.

Then the Registry Editor Window opens.

Look for the "File" tab (click it), click on "Import", look where you have the Coolbit2.0 file saved, highlight it, then click OPEN, now the files are imported in the right place and you'll be able to start OCing the card.

I did these steps on my Vaio p4 2.4ghz PC with a GeForce FX 5200 and now my computer won't work after restarting. When I boot up it freezes and won't even let me ctl-alt-del. My only solution is to boot up in safe mode which is where I'm at now... How can I fix this or remove what I just did? I didn't even OC anything...

You will have to do a System Restore in order to undo the registry hack. The system restore is located on your start menu under All Programs(or Programs)->Accessories->System Tools. If that fails then you will either have to do a full reinstall or a repair install of Windows. This should be lesson on why inexperienced people should not mess around in the registry. It is a sure-fire way of destroying your windows installation.
