I was thinking to sell my GPU "MSI GTX 560 ti Twin Frozr" for either GTX 670 or ATI Radeon HD 7950.
I want to use it for play games at ultra settings and also for programming games and multitasking.

My monitor or technically my TV is a HDTV, 22", 1080p, LED and 1920x1080 resolution.

Or if there is a better one then what is it that I can sell my GPU and pay a little more for it.

I would suggest you to fo with the GTX 580 if you could find one. It is technically still king of compute and would help with your programming, whilst still good for gaming. If you game a lot with little programming, go with the HD 7950

Is there an alternative GPU beside GTX 580?
GTX 580 is more expensive than GTX 680 due to their low supplies.

where are you located ?? If GTX 580's are expensive, then go for the GTX 680's.

I locate at US in Texas.
I am looking through Amazon and TigerDirect. They are nearly 500 or 600 dollar while GTX 670, GTX 680 and maybe ATI Radeon HD 7950 is like around 400 dollars and closely to 500 dollars.
