I ran test on my old ram and found problems. I need to get a new ram. I'm debating on the two below. Without money being a problem, which one should I go with that would be the best for me?

16gb 3600mhz cl14 1.45v

or

16gb 4000mhz cl15 1.5v

I believe they both come in b-die and heard that b-die can handle up to 1.5v. However, I personally don't know if it's okay to use 1.5v for daily use. My setup is

z490 asus maximus hero 12
i7 10700k
2070 super

So in your opinion, which would be the best ram for my setup?

4000c15 would be best although not by much if you OC both kits.
There is also cheaper 4400c19 kits out there which althugh a lower bin and slower at stock they still OC nicely.
1.5v is stock XMP for the kit and fine for 24\7 although a little airflow would be good if you want to OC them or run 4 sticks.

they are both most likely the same, if you enter the bios and enter the numbers yourself rather than using xmp. so if you're willing to do that, just buy the cheapest set, test both ways, and use which ever performs better

Where do you find this speed and timings 16gb 3600mhz cl14 1.45v?
