Why is my CPU running at half speed?

I have an Intel Pentium Dual Core E5300 with a stock speed of 2.6 ghz. Today I opened CPU-Z and this is what happened. I saw my CPU has a speed of 1.207 Ghz.

Nothing has happened to my CPU, but a week ago my power supply blew, and I replaced it with the same power supply. After this, I have noticed that my games are lagging (never happened before) and is running at 100% full load most of the time? This is when I got suspicious and opened up CPU-Z. Do you guys know what is happening to my CPU? Do you think Intel could replace/repair my CPU?

Go into BIOS and turn off C1E or EIST. It's Intel's speedstep lowering clocks under no load.
It's called EIST, or speedstep. When the CPU is not being used, it will downclock itself to a lower speed to save energy. You can disable it in BIOS. Almost every person who overclocks disables this option, because it can lead to instability. I keep it on with my HTPC, because I like a quiet, cool machine.

fixed is an opinion on this...

it is a power saving feature. you would still get the full speed when the processor was under load. It just clocked down when it was idle to use less power.
