hi i just installed win 7 ultimate 64bit from xp 32bit on my desktop and the vcore/ core speed/ and cpu watts are all over the place.
the vcore is going up and down from 1.4volts to 0.8
the core speed is going up and down from 3.8Ghz to 0.8Ghz
the cpu watts is 65w to 14w
its doining this all the time
with xp 32bit it was fine and stable

Cool-and-quiet is enabled.
Its normal, dont worry. You can disable it if you want(BIOS), and everything will be stady.

Its not really necessary, ... it underclock and undervolt your CPU when idle. Under load, your clock and voltage will go up. But, its your choice

No need to disable this even if you OC. When you need the speed/full ghz it will work fine and ramp up to full ghz, when not it saves power and voltage for longetivity.

i.e. cool'n'quiet on while web browsing, doesn't affect anything; off when 100% load video rendering
