Here are the differences:
To be honest, I see absolutely no practical reasons to get either Professional or Ultimate unless one of those editions has a feature you know you will require.

Pro maybe, depending on what additional encryption or security stuff you need. Ultimate, IMO, no.

i need one that can change languages ? i hear some versions cant change from english to chinese vice versa. like changing the whole computer to chinese, or changing the whole computer back to english. can home premium do that?

After looking through my Region and Language control panel, I'd say the answer is a definite yes:
