The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID
{BC866CF2-5486-41F7-B46B-9AA49CF3EBB1}
to the user NT AUTHORITY\\LOCAL SERVICE SID (S-1-5-19). This security permission can be modified using the Component Services administrative tool.

any idea what this means and how to fix it?

Ill give it a shot except in the dcomcnfg i cant find BC866CF2-5486-41F7-B46B-9AA49CF3EBB1 and the guide says to find that apparently.

I found out this is the Value data C:\\PROGRA~1\\NVIDIA~1\\NETWOR~1\\bin\\NSVCAP~1.EX E

thats what BC866CF2-5486-41F7-B46B-9AA49CF3EBB1 is if that helps..
