Is there a way to transfer the downloads folder on another partition without transferring the whole users folder?

If I am interpreting your question correctly, would you not be able to use any one of the OLE-techniques (i.e. cut and paste)?

There certainly is! Check this out:
  1. Right-click on the folder and choose Properties.
  2. Choose the Location tab.
  3. In here, you can either just type the new location and press Enter, or click Move...
  4. If you just type the new location then press Enter, it will ask you if you would also like to move all of the files to the new location as well.
This way you change the location of this special folder. Then when you want to move it again, right-click on the new location and do the same thing.

Aw, it's all good man. I owe it to my experience with TweakUI XP which allowed me to do this same thing. So when I came to Windows 7, I kind of desperately searched for a way to do it again.
