First off, you will need a working key in order to activate your windows download permanently. I'm putting this guide here because I just saw two people asking for Windows 7 iso files. Remember: This is not a pirated version of windows, this is the real deal. You must have a legit activation key and you will be able to update windows like normal. However, this will work for OEM activations like on laptops that come with pre-installed Win7.
Second, if you have a factory installed Windows 7 OS and no key, there is a way to back up your activation of windows and use it to reactivate windows after a clean install.
To do this: Download the program called ABR short for Activation backup and restore and follow its instructions here for backing up your oem installation and reactivating it. Also if you think you're clever and think you can use this backup of your activation to activate multiple computers think again. Microsoft checks the hardware (specifically the motherboard I think) so if you try to install it on a computer the activation originally wasn't for it won't activate.
Now here are the links. You must remove the ei.fg file in order to unlock all versions of windows 7. Then make an iso from the files. Then burn the iso file to a dvd disk. There is another way which involves directing downloading the iso files down below instead of having to put them together.\

Instructions to make an iso from these files (Assuming you have already downloaded the files and placed all 3 in the same folder):
1. Run the .exe for your download as administrator (right click on it, then click "Run as Administrator" in the menu), wait for it to extract (If you get an error but still have the expandedSetup folder, check the number/filesize - if you have all of the files, you can go ahead and continue to make the iso)
These values are the file sizes for the English files:
the expandedSetup folder for x64 contains 873 files, 199 folders and is 3.01GB (with the ei.cfg file removed)
the expandedSetup folder for x86 contains 873 files, 200 folders and is 2.34GB (with the ei.cfg file removed)
While it is extracting, you should see this window:
2. Once the 'Install Now' window appears, close it
3. You should have a folder called expandedSetup in the directory with the 3 downloaded files
4. Copy this folder to C:\\
5. Go to C:\\expandedSetup\\sources and delete the file called ei.cfg , doing this will allow you to select the version you want at install (Pro, Ultimate, Home Premium etc.)
6. Download this file: http://www.gazup.com/4AXmq-oscdimg.zip-download-mirrors extract it, and place it (oscdimg.exe) in C:\\Windows\\System32 (This file comes from the official windows 7 WAIK, it is called oscdimg.exe in case you were wondering)
7. Then, open a command prompt as administrator (type cmd into the start menu box then right click on cmd.exe and click "Run as Administrator") and run the following command:

-This will create an iso for windows 7 in your C drive, if you get an error, try typing in the command, not copy/paste

Here is what your command window will look like while it is running:

The disc created with this method will act just like a retail Windows 7 disc (can install any version (Ultimate, Pro, Home Premium etc.) but is limited to whichever bit-type (x86 or x64) you download)

ISO Method

These links are clean and as close as you can get to a direct download from microsoft - digital river is a microsoft distributor. Here are new links with SP1 provided by Relevant Wing. The old ones below still work.
