windows7 not responding for a milli second

I had that problem fixed a long time ago with deleting some registry things. but it came back after i ran powersuite 2009. but anyways, I remember that guide saying that i need to delete something in the registry editor that forces apps to close when shutting down, but i cant find it. help plz!!!

i don't usually respond to threads with more than one "!" but...
how big of an issue is this really?
it seems like it would be at most a slight annoyance and personally i wouldn't want to mess with (and risk messing up) regedit for it
do you have other programs running at the same time?
if so run these programs individually, restart, defrag, etc.
