Not really, it is a matter of cooling, your motherboard, and your OCing skills (just knowledge about OCing basically), and ability to think things out logically, that helps sometimes with your BIOS.

So OCing is basically 30% money, 25% equipment and 45% skill/knowledge.

No matter how much percentage of skill or knowledge u got overclocking something beyond its ability is impossible... from 2ghz to 3.44ghz!!. People cant get Venice 3500+ over 2.4ghz my friend this is weird overclock.

EXACTLY!!!
I could get my CPU to run at that speed with a VapoChill LS, it woulden't be stable though...

Well, u r right he got his cpu -20:S idle and load -1 wata hell !!

VapoChill LS [AC] <<he uses this, so the more cooling u get the more overclocking???

Ok, I've got $50 that says you can't get a i386DX-33 above 3 GHz.

The 146 line has long been known to overclock better than the 148's. With the right 146 and water setup you can easily reach 3.3ghz let alone maybe 3.4.

Just because you have a phase change doesnt garuntee a good OC, some of these optys get the 'cold bug' . They wont overclock that much because of the extreme low temps. So it does really come down to steppings to get the best OC.

steppings, luck of the draw, and phase is what gets you that high....but I have seen some rediculous steppings get close to that on air....one was a KAB3E sandiego...
I would say overclocking breaks down as this:

30% money
30% equipment
40% knowledge

the knowledge part is about knowing how to squeeze the last drop of performance from each component (memory timings, cpu speed, dividers, etc..) Usually takes alot of testing
