I have a P4 2.4ghz and bench marking has it running at 1.79ghz. First I don't know why and second will overclocking it bring it back up to at least the 2.4.

I have a Matsonic MS9327E+(USB) 533FSB motherboard

If thats the default speed of your CPU then it's not overclocking, it's correcting the settings since you're not going over the stock clock speed.

Your problem lies in FSB setting. Your cpu is running 100FSBx18 which = 1.8ghz and it should instead be running 133FSBx18 = 2.4ghz.

You need to go in your bios and raise your CPU frequency to 133mhz, or maybe it needs to be done by jumper in your board. Take a look in your mobo manual and it should tell you where to set your cpu frequency.
