I'm really thinking of jumping on it. On the CCBIE stepping, 3Ghz seems very common on it with 1.5v or lower volts - few of them on stock volts. Plus it runs quite a bit cooler, with 28C being the average @ 1.3v with the stock cooler in a decently cooled case. Seems nice.

I am considering buying it.

But the only problem(s) is/are:

1) CCBIE and CCBWE seem to be the only steppings getting 2.9Ghz, the last of which seems to not be able to touch 3Ghz.

2) Whichever chip I get, I want to be able to do 3Ghz or higher at 300HTT. 300HTT isn't full stable on my board, so low end Opteron processors are out the question. Sure they OC nice, but I wont be able to strech its legs at 300HTT.

3) Should I just go with the normal 110W version and hope for the best? (2.8Ghz is the highest I've seen on it) ? Its $25 cheaper and it comes with the heatpipe cooler instead of the "normal" one.

4) Not really a problem, but I am getting an X360 for Chirstmas. Won't be doing much gaming on my computer, aside from some exclusive titles, or games that are helluva lot better on PC. Which, is about half the games.

This is gunna be the last upgrade to my PC for about a year. If I save my money, or a majority of it, I can get a DX10 card on or at least near launch. If not, I have to wait until next Christmas. So yeah.

Edit:
Wow, I just noticed that Optie 175 for $10 cheaper...should I go with that? Think I could get 3Ghz?

Opty's are know for high OCs at low voltages. Get whatever is cheaper, since both a 4400 and a 175 will OC to about the same. Can't really say much about the 89W version except that it may give you lower temps. at a similar OC.
The important thing is not to get your hopes up for theorical OCs. I have seen these chips do 2.6-2.8 on average, with a few exceptions doing 3.0; with any of these chips you should be expecting around 2.7-2.8 and anything higher would be extra.

Yah - for OCs I'm just going "Best case senerio", but like I said, I can't find ANY OCs for the 175 or 170.

Considering the 0610s were good, dig and find a comparable stepping/date for the 170, you may get just as good a CPU! Simular 4400+ have been OCing just as well too.
