My fan speed was going up and down and the blue LEDs were flashing when the fan spooled down.

After going into my BIOS and disabling all fan control the flashing lights have gone away and the fan now stays at full speed unless I turn the speed down manually with the fan mate 2.

Hope this can help someone else.

its doing that because in order to slow the fan down your motherboard lowers the voltage, there must not be enough voltage going to the fan to power the LED's
