10.65 on 12v rail

Hey all I was wondering if anyone had some experience with undervolted 12v rails. As above my 12v rail sits at 10.65 and I was wondering if it could be affecting my components. I have heard under 11.4/11.6 are bad. Right now I am a solid 4.0 at 1.45v but my temps are sketchy. I also see a lot of vcore movement under load. I would rather not talk about how unreliable my Raidmax 730w is, I would rather have some info about possible damage.

Yea, I assumed this, but my knowledge in Power and Volts is limited to wiring a house, not a computer. Bios read fine. Is there a program that reads directly from a Bios level? Or am I SOL on getting a reading under load?

You'll have to get a multimeter.

You can get an adequate multimeter from Radio Shack, Home Depot, etc for $10-15.... It's useful.
