Closed loop water cooling systems are a gimmick imho.
I agree except for the 212+. For performance/price, definitely 212+. But for "best under $100", no freakin way. You also forgot to include Spire Thermax Eclipse. Why would OP think H-70 is the best? Doesn't even crack the top 20. And, last time I checked, it costs more than $100 (if you include tax and/or S&H).

im not gonna lie, but that sounds awesome. 42c at load? not bad.

Really? Because I wouldn't consider a pump a quiet device at all. But i haven't heard the Corsair Hydro series at all. My htpc/gaming computer only have 500rpm fans in it/passive heatsinks so i'm pretty sensitive to noise myself.

Plus asus directCU cards aren't quiet imo

from reviews i hear its super quiet. plus it depends on the fans you get.

per spcr review "The pump generated a clearly audible and annoying buzz that pushed the overall noise level above 20 dBA. We could also hear the water "gurgling" on occasion. Our reference fan did slightly better at equivalent noise levels, but again, the pump was so much louder it didn't really matter. "

I've heard this from many users/newegg reviews/etc.

Can't imagine the H70 fairing much better.

You would be able to maintain that OC w/around 37C temps (load) w/Thermaltake Frio. And the H50 uses a 120mm fan, just like many air coolers. Obviously, the noise level depends on what fan is used. People say it's junk because it is overpriced for the performance. The only pro I see is that it does save space.

I have my PC right in front of me on my desk. The pump is quiet and I have never heard any "gurgling". The stock fans were pretty loud, but I replaced all the fans in my case with Nocturas. The Direct CU card is pretty loud under load, but at normal surfing it is decently quiet. Definitely on my list of "needs to fix", but when I'm gaming with the audio up, the noise is less of an issue to me as when I'm doing some audio mixing and it is throttled down.

For ~the same price as an h70 you could get a rasa kit that would not only be silent but blow the h70 away by far.

My ASUS Direct CU ENGTS450 it currently at 75% fan and I can barely hear it at all. And I am right next to my case.
