I plan on assembling my rig on my kitchen table (tile table top). The flooring is also tile. I plan on using the metal case chassis as a ground. Is this sufficient?. Oh, and I plan on locking my furball Pomeranian in his cage

I have never had a problem with ESD. It is really one of those paranio things, with the wrist straps and all. I just do like you said, touch large metal objects before hand. It works.
No need to worry, just make sure you constantly touch the bare metal on your case to discharge any static. Or if you feel you need something more, you can always buy one of those wrist straps at Radio Shack, they're fairly inexpensive.
