For anyone with this problem it is COMPLETELY normal. This is what Intel calls SpeedStep. It is a power saving technology that they have implemented in their chips to save on your power bill and on the life of the chip itself. What it does is when the computer is idle(i.e not doing much processing) it lowers the multiplier to the lowest setting. This effectively lowers the FSB which in turn lowers the CPU's speed in mhz.
This is a normal thing and can be disabled by going into your BIOS and disabling SpeedStep, C1E, and the other power saving features(cant list them all because the name will be different for different mobo's)
Just wanted to post this because I cant even count how many times ive seen someone get all upset that there multi's are jumping.
Now if your multi is set at 1 or 2 and wont budge, then feel free to post away and we can advise you on the best place to purchase a new CPU
