Hi , I heard that a 280x will overclock itself if it has enough power and cooling so im wondering if a 600w psu will allow it to reach its boost clock.

Also, by power they probably mean its not hit the power limit.. of the GPU, not PSU.
GPUs can be locked to not draw more than (xx)w of power. It can be increased or decreased with "Power Limit" in most overclocking tools.
