Anyway, It will be adjusting its speed according to the temp of the chipset.

Could be failing. Most chipset fans are loud anyways. On my computer I added a slightly higher CFM 40mm fan to my swiftech chipset cooler and it is the most audible fan on my computer. It is because it is at a higher frequency and the noise hits your ear quicker than the noise from a 80 or 120mm fan.
its probably a smart fan, you can probably use speedfan to simply set it to max and you'll be fine or you could purchase another HSF...

My chipset fan on my 550 was by FAR the loudest component on my case... so I simply removed it and my temps are just fine. I do have pretty good airflow in my case, but those tiny fans barely move anything in comparison to their horrid noise!
Make sure you have adequate airflow and yank that piece of junk!

Get rid of the fan , http://www.newegg.com/Product/Produc...82E16835109131 this is an awesome fan-less heatsink. Just clear up your cables and the fan flow in your case should take care of it.
