Go into the BIOS and set it turn turn fully on at 25C.

And that's your sig rig? Something is wrong... your airflow is probably bad.

Try going into the Info tab of SpeedFan > Get Config > Click the link > Show Every Known Manufacturer And Motherboard > DFI > Next step > LANPARTY nF4 SLI-DR > Next step > Next step > Get configuration > Select the top one > Get Configuration > Do as instructed

My chipset fan on my 550 was by FAR the loudest component on my case... so I simply removed it and my temps are just fine. I do have pretty good airflow in my case, but those tiny fans barely move anything in comparison to their horrid noise!

Make sure you have adequate airflow and yank that piece of junk!

Which it doesn't seem like he has... just check his temps!

You can get good cooling in any case - invest in some good fans and maybe even break out the dremel/drill to put in a few more.

What is your setup now? Fan positions/sizes/cfm (if you know) ?

Sure seems like you case air flow is a big part of the temps!
The fan speeds as said can be adjusted in the BIOS.
Yuu could consider the HR-05 or HR 05 SLI chip set cooler and a fan of your choice for better cooling and less noise. They work great
