Guys he isnt saying that fans or WC uses that much power, he is stating that due to more EFFICIENCY of the chips (using less heat waste) it will take far less power to run the chip at higher speeds.

the reason our chips now get hotter with more power is due to inefficiency, so to being better efficiency into play allows less heat waste hence faster chips using less watts.

at least thats how i interpret it
